But before you can process a single application, you’ll need to pass a detailed agent approval process. Here’s what to expect—and how to prepare like a pro.

First: Submit the MV-701 Application

This form kicks off the entire process. It asks about your business entity, office setup, employees, and the specific motor vehicle services you intend to offer. Double-check for accuracy—typos and incomplete info can delay your review.

Next: PennDOT Will Contact You for Inspection

Once your paperwork is processed, a PennDOT agent will schedule a site visit. This is more than just a quick look—they’re inspecting your location for strict compliance with security and access standards.

Inspection Requirements You Must Meet

Here’s what they’ll be checking for during your visit:

  • Commercial signage: Your business name must be clearly visible outside.
  • Secured records: Locking file cabinets for completed title work and logbooks.
